BYE-LAWS

of

THE INCORPORATED SOCIETY OF REGISTERED NATUROPATHS LIMITED BY GUARANTEE

and of THE BRITISH REGISTER OF NATUROPATHS ESTABLISHED 1934



PREAMBLE

The Incorporated Society of Registered Naturopaths is a professional association of naturopathic practitioners who have (1) qualified for enrolment on the British Register of Naturopaths and (2) thereafter applied and been accepted for Membership of the Society. The Society is parent body to the Register, which is conducted by the Naturopathic Council and which offers enrolment to any naturopath possessing the necessary qualifications.

Membership of the Society is subject to more stringent conditions of entry, and is controlled by the Examination Board. The Society, the Register, the Naturopathic Council, the Examination Board and and all Members are bound by the Bye-laws which follow.


SOCIETY MANAGEMENT

1.   (a) The Society shall be called THE INCORPORATED SOCIETY OF REGISTERED NATUROPATHS and shall be managed by a Committee consisting of the President, the Vice-President, the Secretary, the Treasurer, the Registrar and two Members (which number may be increased by the Society in General Meeting) who shall be elected at each Annual General Meeting of the Society.

(b)   All retiring office-bearers are eligible for re-election, but no individual may continue in the same office for more than five consecutive years.

(c)   The powers and duties of the Committee are laid down in

the MEMORANDUM AND ARTICLES OF ASSOCIATION.


THE REGISTER

2.   (a)   The Register shall be called THE BRITISH REGISTER OF NATUROPATHS and shall be conducted by a Council elected annually by the Annual General Meeting of the Incorporated Society of Registered Naturopaths, from practitioners on the Register.

(b)   The Council shall be called THE NATUROPATHIC COUNCIL and shall consist of five practitioners on the Register of whom at least three shall be Members of the Incorporated Society of Registered Naturopaths. One of these shall be the Registrar who shall receive applications for registration.

(c)   The Council shall elect its own Chairman. Three members including the Registrar shall form a quorum.

(d)  All applications for registration shall be considered by the Council which shall conduct any necessary examination, oral, written or practical. The decision of the Council shall be final, but it may invite any candidate to submit an application at a later date, after further study of any appropriate subject or subjects, or after further practical experience.

(e)   The necessary travelling expenses of all members of the Council on Council business, except on the occasion of the Annual Meeting, shall be defrayed from the funds of the Society.


REGISTRATION REQUIREMENTS

3.   (a) Registration shall be open to anyone whose standards of training, practice and professional conduct are satisfactory to the Council. The applicant shall give, on a form supplied by the Registrar, full particulars of his education, training and practice, and must either:

(b)   submit the certificate or diploma of a school or college of Natural Therapeutics representing at least four years of full-time tuition, to a standard approved by the Society: or

(c)   submit certificates or otherwise show evidence of having attained standards satisfactory to the Society in:

Physics, Chemistry, Botany, Zoology, Anatomy, Physiology, Diagnosis, Psychology, Training and clinical experience in Natural Therapeutics.

(d)  The Council, in considering applications, shall have regard both to experience and to appreciation of the principles of Natural Therapeutics, as well as to other qualifications.


FEES FOR REGISTRATION

4.   (a)   When a formal examination is required, the fee shall be five guineas. If the candidate is accepted, a further payment of two guineas shall constitute payment of the first year’s Registration Fee.

(b)   When formal examination is not required, the initial Registration Fee shall be five guineas.

(c)   Thereafter, practitioners on the Register shall pay an annual Registration Fee of five guineas, due on FEBRUARY 1st each year.


PRESENTATION

5.   Successful candidates shall - unless for reasons acceptable to the Committee - attend an Annual General Meeting of the Society and there be presented to the attending members of the Society before being formally enrolled.


VOTING RIGHTS OF MEMBERS OF THE REGISTER

6.   (a)   All Members of the Register shall be entitled to nominate and vote for candidates for Membership of the Naturopathic Council.

(b)   All Members of the Register shall be entitled to attend General Meetings of the Society and to take part in discussions. However, they shall have no vote in matters directly involving the management of the Society.

(c)   Only those Members of the Register who have been elected to the Naturopathic Council may vote on matters of government of the Register.

(d)  All Members of the Register may be invited by the Chairman of a General Meeting of the Society to propose, second and vote upon motions of an advisory or recommendatory nature, for consideration by the duly elected officers of the appropriate body (i.e., Committee, Naturopathic Council or Examination Board).


MEMBERSHIP EXAMINATION BOARD

7.   The EXAMINATION BOARD shall be elected from Members of the Society at the Annual General Meeting, and shall consist of four members. For geographical considerations, the Examination Board shall be entitled to co-opt other Members of the Society to assist in the preliminary interviewing of candidates.


MEMBERSHIP REQUIREMENTS

8.   All candidates for Membership of the Society must: —

(a)   have been accepted for enrolment on the British Register of Naturopaths, and

(b)   have been in professional practice for a minimum of three years.

9.   Applicants for Membership shall be interviewed by two or more members of the Examination Board.

10.  The Examination Fee for Membership shall be three guineas, payable in advance.


SUBSCRIPTIONS

11.  (a)   Fees: The Registration Fee of five guineas shall include the annual Membership fee.

(b)   Non-payment of Fees: Registration and Membership shall be automatically terminated if outstanding dues remain unpaid three months after the end of the financial year (i.e., fifteen months after the due date and after notification by the Treasurer.)

(c)   Re-instatement: When Registration and Membership have become void through non-payment of dues, reinstatement shall be obtainable at any time within three years on payment of arrears and current dues.

(d)  Re-admission: Members who have, while in good standing, resigned from Membership and Registration, shall be readmitted without formality, subject to the consent of the Committee.

(e)   Non-Active Members: Members who are - for any reason acceptable to the Committee - unable to continue in active practice shall be allowed to maintain Registration and to be kept informed of Society business on payment of one guinea per annum.


HONORARY MEMBERS

12.  The Society may elect to Honorary Membership any person who has given outstanding service in the field of Natural Therapeutics.


STUDENT MEMBERS

13.  Any person receiving professional tuition in Natural Therapeutics may apply for Student Membership. Subject to the Chairman’s approval, the Student Member may attend meetings of the Society, but may not take part in business discussions and has no vote.

Fee:     one half guinea per annum.


PROFESSIONAL CONDUCT

14.  (a)   Methods: No Member of the Register shall prescribe ‘remedies’, e.g., biochemicals, tissue salts, hormones, vitamin concentrates, pharmaceutical, homeopathic or herbal preparations; neither shall he practise hypnotism or any other therapy contrary to the philosophy and principles of the Society.

(b)   Titles and Initials: A Member may describe himself as “Registered Naturopath”, as “on the British Register of Naturopaths” or as “Member of the Incorporated Society of Registered Naturopaths”, as appropriate, but shall not use the initials of these bodies so as to suggest the possession of a degree. Members are recommended to use no initials after their names other than those of degrees they have received from Universities or State Recognised colleges.

(c)   Advertising: Individual advertisements may contain, in addition to name, qualifications, address and telephone number, only mention of Register and/or Society Membership and such information as may be essential to enable the prospective patient to reach the practitioner.

Members shall not, either in advertisement or on stationery, mention diseases treated, apparatus or special modalities used.

It is recommended that personal advertising should be confined to recognised journals and preferably in the form of ‘professional cards’ under the Society or Register heading.

Announcements in similar style are permissible in the lay press in the event of setting up or changing the address of a practice, but it is recommended that such advertising should not continue for more than one year.

(d)  Assistants: Members may employ as assistants persons not on the Register, such as masseurs, remedial gymnasts, physiotherapists, provided that such assistants are:

(1) effectively supervised, and:

(2) given specific instructions for each patient.


COMPLAINTS

15.  (a)   Any complaint against a practitioner on the Register which is brought to the notice of the Naturopathic Council shall be fully enquired into by the Council. The practitioner may be invited to submit an explanation and/or meet the Council but, unless by decision of the Council, the practitioner’s travelling and other expenses shall not be payable out of the Society’s funds.

(b)   If the Council consider the complaint justified, and that the practitioner has been guilty of professional misconduct, it may:

(1)   order the removal of the practitioner’s name from the Register for a specific time, and/or:

(2)   hold the practitioner liable for the expenses of the enquiry.


CHANGE OF BYE-LAWS

16.  Any motion to change the constitution of the Society or the Register must be presented in writing to the Honorary Secretary at least one month before the General Meeting at which it will be considered, and must be signed by three Members of the Society.
